Protection

Child and Family Services (CFS) is the foundation of PBCFS’s mandate under The Child and Family Services Act of Saskatchewan. This program holds delegated authority to receive and investigate reports of children in need of protection, provide support to families, and — when necessary — ensure the safety of children through voluntary or court-ordered intervention. The program operates with deep respect for Cree culture and the principle that, wherever possible, children belong with their families and communities.

Prevention

The Family Preservation program provides intensive, time-limited support to families who are involved with Child and Family Services and are at risk of having their children come into care, or who are working toward reunification following a period of separation. Services are delivered in the home and community, with a focus on building the skills, knowledge, and supports that families need to stay together safely.

Community Development

Community Based Prevention offers a broad range of programs and activities open to all families in Peter Ballantyne Cree Nation communities and Prince Albert. Rather than waiting for families to reach a crisis point, this program meets people where they are — through parenting programs, drop-in supports, community events, workshops, and culturally grounded activities. The goal is to build healthy families and strong communities before problems develop or escalate.

Foster Care

PBCFS recruits, trains, approves, and supports a network of foster families to provide safe, nurturing, and culturally connected homes for children and youth who are unable to remain with their birth families. Foster Care is a distinct program within PBCFS’s continuum of care, grounded in the principle that children do best when they are cared for within their own community and culture. PBCFS prioritizes placements with extended family (kinship care) and PBCN community members.

PBCFS operates group homes that provide structured, staffed care for children and youth in care who require more support than can be provided in a family-based foster placement. Group homes offer a stable, home-like environment with consistent professional care, clear structure, and strong cultural grounding. They serve children and youth with a range of needs, including those with complex behaviours, histories of trauma, or circumstances that make foster care placement challenging at a given time.

Family Wellness Centre

The PBCFS Wellness Centres are a distinctive and innovative model of family-centred care. Located in Deschambault Lake and Sandy Bay, the Wellness Centres provide residential care for entire families — parents and children together — for a period of approximately six weeks. Families enter the Wellness Centre when there are child protection concerns, issues related to addiction or substance use, or family breakdown, and the goal is to provide an immersive, intensive, and culturally grounded healing experience for the whole family unit

Mental Health

PBCFS Mental Health Services provides culturally grounded therapeutic support to children and youth in care and, where identified, to their families. Services are delivered by in-house clinicians who understand the context in which PBCN families live — including the intergenerational impacts of residential schools, colonization, systemic poverty, and community loss — and who integrate Cree cultural approaches with evidence-informed clinical practice. Mental Health Services is not a stand-alone clinic; it works in close partnership with the rest of the PBCFS system of care.

Therapeutic Centre

The PBCFS Therapeutic Centre is a licensed residential treatment facility providing intensive, long-term care for children and youth (0 to 18) who have complex needs that cannot be met in a family-based or standard group home setting. The Centre consists of eight individual residential homes arranged on a campus, along with a central building that houses programming, clinical, and administrative functions. The Therapeutic Centre is a culturally grounded model that integrates therapeutic residential care with Cree healing practices, Elder involvement, and land-based programming.

Post Majority Services

Post Majority Services supports young people who are transitioning out of the care of PBCFS and into adult life. Young people can access these services from the age of 18 up to their 25th birthday. The program provides a comprehensive range of supports — from housing and financial assistance to life skills, education, employment, mental wellness, and cultural connection — recognizing that the journey to independence is not a single moment, but a process that takes time, support, and community.
